Why funding/policy content was deliberately excluded
The source dialogue for this package (P107und_fologende.txt, Johann + Kimi + Gemini + Grok + ChatGPT) is extremely rich but includes a large amount of German-specific funding-program mechanics (KfW modules, BMUV/BMEL programs, GAP/ELER agricultural subsidies), legal references (BauGB, Wasserhaushaltsgesetz, Bundeswaldgesetz), cost-per-meter/ per-hectare estimates, Gantt-chart timelines, and even a social-media communication strategy for an X post.
None of that is encoded in this package. It is real and useful -- Johann's own reference material for advocacy or project planning -- but it is not the kind of durable, citable science this ecosystem's packages are built on. Funding programs change yearly, cost estimates are regionally and temporally specific, and a communication strategy is not a scientific finding. GenesisAeon Package 107 — landscape restoration hydrology. Extends glacier-buffer-utac (P99)/distributed-buffer-resilience-utac (P103)'s distributed-buffer idea with real, quantified evidence for what specific restoration measures actually do. Deliberately has no UTAC/CREP/AFET bridge — see DISCLAIMER.md.

What this is, and what it deliberately excludes
Built on independently re-verified science only: a real, completed German case study, a real hydraulic modeling study, real German national emissions data, and a real large systematic review.
German funding-program mechanics, cost-per-meter/hectare tables, legal frameworks (BauGB, Wasserhaushaltsgesetz), and communication strategy from the source dialogue are deliberately excluded — real and useful for advocacy/project-planning purposes, but not the kind of durable, citable science this ecosystem's packages are built on. Same precedent as mountain-governance-adaptation-utac (P104)'s governance-content scope decision.
